إلى السيدة الرئيسة وأعضاء لجنة حقوق الإنسان للبرلمانيين بالاتحاد البرلماني الدولي المحترمين،
تحية طيبة وبعد،
نجدد لشخصكم الكريم، ولكافة الأعضاء والعاملين في لجنة حقوق الإنسان للبرلمانيين بالاتحاد البرلماني الدولي، خالص الشكر والامتنان وعميق التقدير لوقفتهم المشرفة في الإحاطة والدعم والتضامن مع النواب التونسيين المنتخبين المضطهدين.
وإجابة عن تساؤلاتكم، يؤسفنا إفادتكم بما يلي:
نحن النواب التونسيين المنتخبين للفترة النيابية 2013-2024 لسنا بخير، ونعيش، نحن وعائلاتنا الكريمة، حرب استئصال شاملة، فيما أصبحت المؤسسة التشريعية التونسية في مهب الرياح، والبقية في حالة سراح مؤقت.
لسنا بخير، لكننا صامدون، لأننا لا نملك إلا إرادتنا وعزيمتنا التي لن تتزعزع، وننتظر ترجمة فعلية للتضامن البرلماني الدولي في عام النواب المضطهدين.
1- الرئيس الصامد الشجاع
يوم 22 جوان/يونيو 2026، سيبلغ الأستاذ راشد الغنوشي، رئيس مجلس نواب الشعب بالجمهورية التونسية للفترة النيابية 2019-2024، من العمر 85 عامًا، وهو في الحجز التعسفي منذ 1150 يومًا، بأحكام جائرة وقاسية بلغت، إلى حد الساعة، السجن المؤبد مضافًا إليه 107 أعوام سجنًا، إضافة إلى 300 عام طالت أفرادًا أعزاء من عائلته الكريمة.
ومع تقدم العمر وتداعيات وضعه الصحي الدقيق، لا يزال ثابتًا وصامدًا، ينظر بأمل إلى مستقبل تونس، ويعتقد أن التضامن البرلماني الدولي يجب أن يكون في حجم مأساة النواب التونسيين المنتخبين المضطهدين.
2- كافة النواب المنتخبين التونسيين المعتقلين الأشاوس
من مختلف المدد النيابية، لم يغادر أيٌّ منهم المعتقل، وما تزال المحاكمات التي تفتقد إلى أدنى معايير المحاكمة العادلة مستمرة بوتيرة سريعة، مع إصدار أحكام قاسية.
وكان آخرها ما عُرف بقضية “الجهاز السري” لحزب حركة النهضة التونسية، والتي قالت بشأنها رئيسة قسم الشرق الأوسط وشمال أفريقيا بمنظمة هيومن رايتس ووتش إن ما جرى هو:
“حكم سخيف وانتقامي بالسجن المؤبد على زعيم حركة النهضة التونسية راشد الغنوشي بتهم لا أساس لها من الصحة”.
3- راشد الخياري ومحمد بن سالم: الشهداء الأحياء
نعم، أُطلق سراح النائب راشد الخياري يوم 22 نوفمبر 2025، إلا أنه منذ ذلك التاريخ لم يغادر أروقة المستشفى، في وضع صحي وإنساني بائس، يواجه المرض والعجز عن تحمل تكاليف علاج مرض السرطان الخطير.
كما أن النائب محمد بن سالم رُفعت عنه، قبل أيام، الإقامة الجبرية القسرية بمدينة الحامة بعد 1000 يوم صعبة وقاسية ومريرة، حيث اجتمع على الرجل الظلم والغربة والمرض، وهو اليوم يحارب بشجاعة من أجل استعادة صحته وعافيته.
4- نواب مهجّرون قسرًا
لا يزال لدينا قرابة 20 نائبًا سابقًا يعيشون قسرًا خارج البلاد، وأغلبهم محرومون من تجديد جوازات سفرهم، مما يجعلهم في وضع هش وصعب.
5- جلسة عن بُعد
لا يزال قرابة 100 نائب تونسي تحت طائلة إجراءات ومحاكمات خطيرة وجسيمة، بسبب عقدهم جلسة عامة عن بُعد للتداول في الشأن العام للبلاد، قبل حل مجلس نواب الشعب للجمهورية التونسية للفترة النيابية 2019-2024 يوم 31 مارس/آذار 2022.
وقد استدعى حاكم التحقيق الأستاذ نور الدين البحيري للتحقيق معه في حيثيات هذه القضية الخطيرة، باعتبار أن كافة السيدات والسادة النواب أُحيلوا على معنى الفصل 72 من المجلة الجزائية التونسية، والذي تصل عقوبته إلى الإعدام.
السيدة الرئيسة،
السيدات والسادة أعضاء لجنة حقوق الإنسان للبرلمانيين بالاتحاد البرلماني الدولي،
إن وضعية النواب التونسيين المنتخبين المضطهدين تزداد خطورة وتعقيدًا، مع إصرار قيس سعيّد على مضاعفة مختلف أوجه التشفي والانتقام والتنكيل الشامل.
نحن لسنا بخير، ولكننا صامدون، وننتظر منكم أفعالًا لا أقوالًا، ومساءلة حقيقية لمن يمثل تونس اليوم في الاتحاد البرلماني الدولي حول صمته المخزي، وتورطه الفعلي، وتواطئه المتواصل مع الظالم والظلمة، في تناقض صارخ مع مسؤوليته الوطنية والتزاماته الدولية.

My Message to the Committee on the Human Rights of Parliamentarians of the Inter-Parliamentary Union: Here Are Tunisia’s Persecuted Parliamentarians… We Are Not Well, but We Remain Steadfast
To the Chairperson and Members of the Committee on the Human Rights of Parliamentarians of the Inter-Parliamentary Union,
Greetings,
We renew to your esteemed person, and to all members and staff of the Committee on the Human Rights of Parliamentarians of the Inter-Parliamentary Union, our sincere thanks, gratitude, and deep appreciation for their honorable stance in providing support, attention, and solidarity with the persecuted elected Tunisian parliamentarians.
In response to your inquiries, we regret to inform you of the following:
We, the Tunisian parliamentarians elected for the parliamentary period 2013–2024, are not well. We, together with our respected families, are living through a comprehensive campaign of eradication, while the Tunisian legislative institution has been left at the mercy of the winds, and those remaining are living under provisional freedom.
We are not well, but we remain steadfast, because we possess nothing but our will and determination, which shall not waver. We await a genuine translation of international parliamentary solidarity during the year of persecuted parliamentarians.
1. The steadfast and courageous Speaker
On June 22, 2026, Professor Rached Ghannouchi, Speaker of the Assembly of the Representatives of the People of the Republic of Tunisia for the 2019–2024 parliamentary term, will reach the age of 85.
He has been subjected to arbitrary detention for 1,150 days under unjust and harsh rulings that have, to date, amounted to life imprisonment in addition to 107 years of imprisonment, along with a further 300 years imposed on beloved members of his respected family.
Despite his advanced age and the repercussions of his delicate health condition, he remains steadfast and resilient, looking with hope toward Tunisia’s future. He believes that international parliamentary solidarity should be commensurate with the scale of the tragedy faced by Tunisia’s persecuted elected parliamentarians.
2. All the courageous imprisoned elected Tunisian parliamentarians
From various parliamentary terms, not a single one of them has left prison. Trials that lack even the most basic standards of a fair trial continue at a rapid pace, accompanied by the issuance of harsh sentences.
The latest of these was the case known as the “Secret Apparatus” case of the Tunisian Ennahda Movement. Concerning this case, the Head of the Middle East and North Africa Division at Human Rights Watch stated that what took place was:
“An absurd and vindictive life sentence against Ennahda Movement leader Rached Ghannouchi on charges that have no basis in fact.”
3. Rached Khiari and Mohamed Ben Salem: The Living Martyrs
Yes, former parliamentarian Rached Khiari was released on November 22, 2025. However, since that date, he has not left the corridors of the hospital. He remains in a miserable humanitarian and health condition, confronting illness and unable to bear the costs of treatment for a serious cancer disease.
Likewise, former parliamentarian Mohamed Ben Salem was relieved, only days ago, from the coercive house arrest imposed upon him in the city of El Hamma after 1,000 difficult, harsh, and bitter days.
Upon this man were combined injustice, exile, and illness. Today, he continues to fight courageously in order to regain his health and well-being.
4. Parliamentarians Forced into Exile
We still have approximately 20 former parliamentarians living abroad under coercive circumstances, and most of them are deprived of renewing their passports, which leaves them in a fragile and difficult situation.
5. A Remote Parliamentary Session
Nearly 100 Tunisian parliamentarians remain subject to serious and grave legal proceedings and prosecutions because they held a remote plenary session to deliberate on public affairs in the country before the dissolution of the Assembly of the Representatives of the People of the Republic of Tunisia for the 2019–2024 parliamentary term on March 31, 2022.
The Investigating Judge has summoned Professor Noureddine Bhiri for questioning regarding the circumstances of this serious case, given that all male and female parliamentarians concerned were referred under Article 72 of the Tunisian Penal Code, for which the prescribed penalty is death.
Madam Chairperson,
Ladies and Gentlemen Members of the Committee on the Human Rights of Parliamentarians of the Inter-Parliamentary Union,
The situation of Tunisia’s persecuted elected parliamentarians continues to grow more dangerous and more complex, as Kais Saied persists in intensifying various forms of vengeance, retaliation, and comprehensive persecution.
We are not well, but we remain steadfast.
We expect from you actions rather than words, and genuine accountability for those who represent Tunisia today within the Inter-Parliamentary Union regarding their shameful silence, their actual involvement, and their continued complicity with the oppressor and oppression, in blatant contradiction with their national responsibilities and international obligations.
